How to fill the empty spaces around the central city

When I look around the central city today, it amazes me to see how much construction is going on and how much progress (albeit slowly) has been made.

Equally as amazing to see are the number of empty lots around. This is especially evident on the eastern side of the central city. Playing the game of ‘what was there’ is impossible in some of these vast open spaces.

It begs the question of how are all these empty lots even going to be filled? It seems to me that all the new office buildings going up are going to struggle to be filled with tenants as it is so building on these empty spots seems nigh on crazy at this stage.
